The Tijuana manufacturing site is the largest facility in its global network and a core production hub for high demand shrink sleeves used in oil & gas piping. In 2024, the division reached $300 million USD in global revenue, contributing to a parent group generating over $25 billion USD annually.
THE POSITION
We are seeking a strategic and hands-on Senior Engineering Manager to lead the transformation of our client’s flagship plant in Tijuana, Mexico into a modern, efficient, world-class manufacturing facility. This is a high-impact leadership role ideal for a seasoned engineering professional who thrives in dynamic environments and excels at leading capital projects, driving continuous improvement, and optimizing complex manufacturing operations.
You will oversee a team of engineers and technicians while managing equipment, processes, and technical standards across the plant. Your mission: enhance operational performance, ensure safety and quality compliance, reduce costs, and deliver results on major capital investments. This position reports to the Global Director of engineering and Automation.
Key Responsibilities
- Lead, mentor, and develop a team of manufacturing engineers and technicians
- Drive execution of strategic capital projects and plant-wide improvement initiatives
- Establish and enforce standards for equipment safety, reliability, and regulatory compliance (e.g., ISO, UL, CE)
- Oversee plant-wide engineering systems, including preventative maintenance and technical documentation
- Identify and lead cost-saving projects, risk assessments, and process optimizations
- Evaluate and integrate modern technologies and manufacturing innovations
- Manage annual capital budget in collaboration with the Plant Director; oversee all CAPEX requests
- Maintain centralized records of plant engineering knowledge, such as:
- Plant layout and “as-built” configurations
- Equipment specs and mechanical/electrical drawings
- Manufacturing control parameters
- Safety risk assessments and SOPs
- Collaborate cross-functionally with:
- Operations: to enhance equipment efficiency and output
- Quality: to improve product consistency and reduce scrap
- Health & Safety: to ensure a safe manufacturing environment
- R&D: to support the launch of new products and technologies
- Customer Service & Finance: to align engineering initiatives, cost tracking, and product costing
THE CANDIDATE
Education & Experience:

- Bachelor’s degree in Engineering required; Prefer Mechanical, Industrial, Electro-Mechanical, Mechatronics or Electrical. Master’s or P.Eng/C.Eng designation preferred
- 7 to 10 years’ experience in engineering leadership roles within manufacturing environments
- Proven record of accomplishment managing large-scale technical programs and capital projects
- CAPEX and budget elaboration and management
- Experience with Plastics extrusion (extruders) a plus. Ideally sheet extrusion, coating of sheets / adhesives)
- Automation knowledge is a plus (PLC’s single point control, etc.)
- Experience implementing Continuous improvement methodology and lean required.
- Understanding of functional safety required.
- Able to read drawings, blueprints, and CAD/SolidWorks familiarity
