THE POSITION
Role Overview
We have been retained to find an experienced or up-and-coming hands-on Human Resources Manager to lead the HR function in Tijuana and coordinate HR initiatives across its Mexican operations and sites. This is a privately owned company that is embarking on establishing a world class operation with HR best practices in the initial 18 to 24 months and the role will be challenging and with many initiatives requiring a strong commitment. This role is both strategic and hands-on—responsible for developing the company’s people strategy, ensuring compliance, standardizing policies, and procedures across plants, driving engagement, and partnering closely with plant and executive leadership to sustain a performance-driven culture. This position is based in Tijuana, Mexico, and reports to the CFO.
Key Responsibilities
Strategic Leadership
- Partner with executive management to shape and execute the HR and people strategy aligned with the companies’ growth and operational goals.
- Serve as a strategic advisor to plant leaders, fostering organizational effectiveness and leadership development.
Talent Acquisition & Development
- Lead workforce planning and recruitment to attract high-performing talent for multi-site manufacturing operations.
- Build and implement leadership-development and succession-planning programs to strengthen the organization’s capability pipeline.
Culture & Engagement
- Champion the companies’ values, DEI, and continuous-improvement culture.
- Promote employee engagement, communication, and recognition programs that enhance morale and retention.
HR Operations & Compliance
- Oversee all HR functions including payroll, HRIS, compensation, benefits, and employee relations.
- Ensure compliance with Mexican labor law (LFT), IMSS, INFONAVIT, and other regulatory requirements.
- Implement consistent policies and practices (standardization) across all manufacturing sites.
- Oversee performance management processes, ensuring they drive accountability and results.
- Analyze HR metrics to measure effectiveness, identify trends, and recommend improvements.
- Promote initiatives that increase employee retention and reduce absenteeism.
Performance & Rewards
- Lead performance-management processes that drive accountability and results.
- Evaluate and benchmark compensation and benefit programs to maintain competitiveness within Mexico’s manufacturing sector.
THE CANDIDATE
Candidate Requirements and Experience
- Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s or MBA preferred).
- 10 + years of progressive HR experience, with at least 4 years in a leadership position (such as HR Manager) in manufacturing of a single site or multi-sites. Will consider both an experienced or an up-and-coming hands-on HR Manager from a smaller or mid-size operation that is ready for promotion into overseeing a larger multi-site operation.
- Proven expertise in labor law, compliance, HRIS, recruitment and employee relations in Mexico. Some knowledge of compensation and benefits practices is important.
- Experience leading cultural-transformation initiatives and familiar with Lean/Continuous Improvement methodologies.
- Experience leading organizational change, scaling HR in a growing business, and influencing at the executive level.
- Union experience is desirable.
- Strong bilingual communication skills (Spanish & English).
- Demonstrated ability to balance strategic vision with hands-on execution in dynamic, growth-driven organizations.
