THE POSITION

  • The Purchasing Manager will be reporting to the Administrative Global Manager based in Canada and is responsible for optimizing and overseeing the purchasing processes to effectively support engineering, production, and aftermarket operations within our Mexico facility.

Essential Duties & Responsibilities

  • The Purchasing Manager will be responsible for Developing and monitoring an effective business plan and financial budget to support company and departmental objectives including development and implementation of sound Purchasing & Logistics policies and procedures to minimize the cost of ordering, receiving, carrying, and shipping products.
  • Will Built and led a highly effective local team and have responsibility for both day to day and long-term operations of the purchasing function.
  • Will lead and support the senior management team at a strategic level to achieve objectives required to aid production of existing and new product development.
  • Will be responsible for assisting in the development and implementation of Key Performance Indicators for Purchasing personnel in support of departmental business plans, financial budget and in turn company objectives.
  • Will analyze company spending and advise senior management on areas of concern and areas of improvement.
  • Will be managing the sourcing, qualifying, negotiating, and selecting all suppliers. Execute supplier contracts through final sign-off on all contract terms and conditions as well as oversee vendor adherence to agree upon terms and measurement of supplier performance.
  • Develop and monitor effective control plans and audit schedules to ensure suppliers’ processes and products remain supportive of the company Engineering & Marketing Co. Limited’s quality and delivery requirements as per ISO requirements.
  • Compare cost of in-house producing vs. supplier producing and communicate best alternative to appropriate parties.
  • Advise Engineering and Manufacturing departments on new, cost-effective products available.
  • Support Accounting and Sales & Marketing departments by effectively communicating cost reductions impacting product/component margins.
  • Monitor and ensure the quality, cost, and efficiency of our freight/logistics systems (including customs and duty). Recommend and implement improvement and cost reduction programs.
  • Manage direct reports by establishing and implementing staff performance plan objectives, and conduct employee evaluation sessions.
  • Establish and implement Purchasing staff training plan objectives.
  • Perform duties in accordance with all applicable Health, Safety and Environmental company policies and government legislation

THE CANDIDATE

  • College diploma/University Degree in Business Administration or related field an asset but not necessary.
  • CPIM and/or CSCP/CPP designation is an asset.
  • Minimum 10 years’ experience in a Purchasing capacity.
  • Minimum 5 years’ experience managing a Purchasing department in a Manufacturing plant.
  • Minimum 5 years’ experience working with an MRP or ERP system.
  • Experience working with a wide variety of vendors including electric and electronic components, hydraulic components, engines, axles, transmissions as well as welding and machining shops.
  • Excellent communication skills, both oral and written.
  • Excellent computer skills (e.g., Microsoft Excel, Word, PowerPoint, Access, Project and Outlook or equivalent e-mail skills)
  • Experience and proven ability to negotiate and draft commercial Terms and Conditions for “best price, best service” contracts with suppliers.
  • Ability to conduct global market searches for potential constructors and fabricators by locating appropriate suppliers, making initial contacts, and conducting audits to develop ‘short list’ of good candidates.
  • Experience and understanding of importation regulations for Mexico.
  • Strong work ethic and commitment to achieve goal of customer satisfaction.
  • Strong problem-solving ability.
  • Exposure to or experience with heavy equipment and components preferred. Experience with underground mining equipment and assets.
  • Strong interpersonal skills with a keen ability to lead and mentor direct reports.
  • Demonstrated knowledge of the vendor marketplace.
  • Bilingual (Spanish and English).
